More than 300 council homes in Goole and Old Goole will get solar panels, LED lighting and loft insulation by March 2027, East Riding council says.

More than 300 council homes in Goole and Old Goole are getting solar panels and other energy upgrades this financial year. East Riding of Yorkshire Council announced the programme on Wednesday 28 October. It expects to finish by March 2027.

Once the work is done, more than 400 council homes in Goole will have solar panels. The council says that is almost a third of the homes it owns in the area. (East Riding of Yorkshire Council, 28 October 2026)

What the work includes

The council lists three upgrades:

  • solar (PV) panels
  • energy-efficient LED lighting
  • improved loft insulation

It says the aim is to help tenants with energy costs and to cut carbon emissions.

The council has not said what the programme costs, which streets are included or when work on each home will start.

How the panels help

Tenants can use the electricity the panels make in their own home, the council says. Any surplus can be exported to the National Grid through the Smart Export Guarantee.

Under that scheme, electricity suppliers pay small generators for the power they send to the grid, measured by an export meter. Suppliers set their own rates, so they vary. (Ofgem, Smart Export Guarantee) The council’s announcement does not say whether those export payments go to the tenant or to the council.

Councillor Michael Lee, the council’s cabinet member for housing and infrastructure, said: “We’re proud to invest in our council housing stock, to create warmer and more energy-efficient homes that help both tenants and the environment.”
